An example list of items not allowed to be checked or carried on board, and a list of items which are allowed to be checked or carried on board under certain given conditions, are posted on the home page of the Ministry of Land, Infrastructure, Transport and Tourism. Please check the information about hazardous chemicals on the SDS (Safety Data Sheet), the relevant instruction manuals, etc. in advance to make sure that there are no dangerous goods among your belongings. Please be informed that in the event that it is impossible to confirm whether or not an item can be transported by airplane before the departure time, the request for transport may be rejected.
Lighters
Cigarette lighters must be carried on the person. Individual passengers may only carry one small cigarette lighter or a small box of safety matches on their person.

Only the following lithium batteries may be carried on board: Lithium-metal batteries with a lithium content of 2 g or less, and lithium-ion batteries with a watt-hour rating of 100 Wh or less.
Please do not charge such lighters inside the aircraft.
Take the necessary measures to prevent accidental activation of the heat producing component.
Wrap spare batteries individually to prevent short-circuiting.

Sprays
The check-in and carry-on of some types of spray is prohibited by law.
Sprays classified as flammable gas for sport or daily use
Sprays for Daily Use
Sprays for Sporting Equipment
According to IATA Dangerous Goods Regulations ,for cosmetics (hairsprays or antiperspirant sprays), medicine/medicinal products (sterilization/disinfection sprays or cooling sprays), and sprays for sporting equipment and daily use (excluding those containing flammable and poisonous gases), 2 kg or 2 liters per person are permitted to be checked in or carried on board in containers of up to 0.5 kg or 0.5 liters.
Sprays must have their valve secured by a cap or other adequate method to prevent the content from accidentally leaking out.
When checking in non-radioactive cosmetics or medicine/medicinal products and sprays for sporting equipment or daily use together, their combined amount must not exceed 2 kg or 2 liters.
General Electronic Devices with Built-in or Attached Lithium Batteries
Lithium battery is the generic term for lithium-metal batteries and lithium ion batteries.
Handling differs depending to the watt-hour rating (Wh).
If the watt-hour rating (Wh) is not indicated, please use the following formula to confirm it.
Watt-hour rating (Wh) = rated capacity (Ah) × rated voltage (V)
1000mAh = 1Ah
Example) 27Wh = (2500mAh ÷ 1000) × 10.8V
Cell phones, battery chargers for cell phones, wireless radios, transceivers, laptop computers, digital cameras, mobile terminals, portable copiers, printers, hand-held terminals, electronic book readers, mobile game devices, camera equipment, wireless earphones, etc.
Electric vehicles (hoverboards, electric skateboards, self-balancing scooters, etc.) are not permitted to be checked in or carried on board due to safety reasons.
Lithium-metal batteries containing no more than 2 g of lithium and lithium ion batteries with a watt-hour rating of no more than 160 Wh can be checked in or carried on board without a quantity restriction.
(Notes)
Please take the measures below for checking in electronic devices containing lithium batteries as checked baggage.
Turn off the power of the device completely. (Sleep mode is not allowed.)
Please protect the device by packing it in a sturdy suitcase or thick fabric. (To prevent fires from accidental operation or damage)
Spare batteries cannot be transported on their own as they must be transported together with the actual electronic device.

Spare batteries cannot be transported on their own as they must be transported together with the actual electronic device.
Lithium-metal batteries containing more than 2 g of lithium and lithium ion batteries with a watt-hour rating exceeding 160 Wh are not permitted to be checked in or carried on board.
Please take measures such as putting the batteries in their original retail packaging or insulating the terminals (taping over exposed terminals or placing each battery in a separate plastic bag or protective pouch).
Spare batteries other than lithium batteries (such as nickel-metal hydride, nickel-cadmium, or alkaline manganese batteries) must be protected from short circuits for safety when being carried on board.
